Puya rusbyi är en flerårig ört i puyasläktet i familjen ananasväxter.
Blommorna sitter i en samling vars blomklasar blir 30 centimeter eller längre. Kronbladen är blå, vridna och 5 centimeter långa.
Denna art är endemisk i det bolivianska departementet La Paz i västra Sydamerika.
